Abstract:

This paper presents the first quantitative evaluation of the Valencian Inclusion Income (Renta Valenciana de Inclusión), a minimum insertion income that has been implemented in the Valencian Community since 2018. The work is limited to the city of Valencia and uses administrative data from the Social Services Users Information Service (SIUSS). Firstly, a comparison is made between the social diagnosis carried out by Valencia City Council and the profile of those applying for the benefit, showing that this income is aimed at the most vulnerable groups, although it does not yet adequately reach households with minors. The study is completed with an econometric analysis of logistic regression, which analyses the main determinants that influence a positive resolution of the benefit. This analysis shows how the administrative process is a fundamental determinant in obtaining a positive decision. Following the analysis, recommendations have been drawn up to improve the functioning of this new benefit.
