Abstract:

This article aims to reflect on those aspects that before the economic crisis were already pointing towards a revision of the regulations of the Spanish System of Autonomy and Care for Dependency (SAAD). There is abundant literature that points to the serious effects caused by the cutback policies during the period of the economic crisis. Other authors also mention that regional variability in the provision, production and financing of services; innovations arising from person-centred care; the uncertainty between complementarity/substitution between carers; privatisation processes and European obligations, generate other challenges for the SAAD that need to be addressed. Moreover, in these new approaches to state and regional regulations on care for the elderly and dependent persons, third-sector organisations will find more room for action by promoting employment, innovation and social responsibility.
