Targeted Public Policies in Latin America: A Review of Conditional Cash Transfer Programmes

Abstract:

This paper analyses Conditional Cash Transfer Programmes for the Latin American and Caribbean region using the ECLAC Development Division’s non-contributory social protection programme database. An analysis of the different programmes developed in the region is carried out in order to compare the characteristics of their implementation and evidence of their impact. According to the database used, there are 20 countries with active programmes for a total of 28 programmes. Although the evidence shows mixed results that make it difficult to create solid arguments that can be generalised across the region regarding successful or unsuccessful policy designs, it is possible to identify some practices that improve the results obtained and that may be useful for the region’s governments.
